(Virginia) Notebook: Outer Banks beach-driving plan kicks up sand
The National Park Service has fulfilled a directive to establish a plan for driving on the beaches at the Cape Hatteras National Seashore.
And it took them only a few decades.
The plan takes effect Wednesday, replacing a temporary plan implemented in 2008 in the wake of a lawsuit filed by environmental groups.
